Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
Something that jumps to one's attention on a first reading of your blue text is that the Directors are not **OBLIGED** to accept a proposal from a member if one of the given scenarios applies.
What is the likelihood that Sasha will submit a member proposal on time for this year's AGM. Zero. He has trouble even finding his emails and needs for me to explain how to search his inbox.
It doesn't say they CAN'T accept the proposal; rather, it seems to be a matter of choice. And if the Directors are perceived as being unreasonable *ssholes (Heaven forbid that should ever happen!!), the NFP Act contains a provision for the removal of the Directors by the voting members.
p.s. Sorry. Now I'm forgetting to include section numbers: going from memory - section 170 (5)
You have to follow procedure to remove a director and its not likely to be successful at this point in time since there is a new election coming up in August.
Alright!! Now we're making headway. Thank you for (finally ) clarifying that the five-year rule to which you have referred more than twice (i.e. not just the first two quotes above) does not come directly from the NFP Act at all.
I am rather busy at the moment with about fifty emails between 10 pm and 11 pm on the tournament email account with quite a few on my personal account and also I was out of town this weekend promoting the tournaments in Kitchener at OYCC. I started to answer at about 1:30 am on Friday evening but decided to try to get four hours of sleep ahead of the trip to Kitchener which required a 5:30 wakeup in order to shower, grab breakfast and brew some coffee ahead of the 6:00 am pickup by Rohan's dad.

After so much debate, do we get any solution ? It's still very blurry ( to me ). I assume that it will stay the same and for example, a 6 or 7 year old kid ( grade 1 ) is eligible to play in U-18 section as he/she is still under 18 years of age. Correct me if I am wrong.

Thanks Vlad for the clarification. I think this is clear enough. Clarification by our CFC President and also the organizer of this year CYCC.
Should anyone try to break this rule and their name is not on the " play up " section at least one month in advance and somehow they are allowed to play up, then it is in total violation of the above statement. Please understand that Vlad is trying to make things clear for this year after what had happened last year which was very unfortunate.

So why you mentioned "one month"? ("Players can play up if they register at least one month in advance of the tournament")
I don't see any registration deadline on the CYCC website too (only timing for late fees )

You can see that FIVE years is not an absolute criteria, the previous proposal must have been totally worthless at the time of discussion.
Why those numbers are in separate documents >> that for lawyers :) Maybe it's written somewhere in those documents (act and regulations).
Thank you, E.Z., for posting this. Hopefully Vlad and other directors/voting members are now aware that rejection of a voting member's proposal is NOT mandatory. The Act/Regulations/Guide simply confirm the acceptable grounds for rejecting a voting member's proposal by directors exercising their discretion reasonably.

Actually I haven't done any updates on the handbook since last year's CYCC controversy when I posted Patrick's clarification of the rules for playing up which we are following.
